Why: No state dietitian licensure.
A compact privilege is layered on top of a home-state license. California does not license dietitians, so there is no license for the privilege to attach to. Joining the compact would require California to pass a licensure law first. That's much harder to pass than the compact itself, and it's why the largest RD workforce in the country sits outside this system.
