Why: Licensure enacted, rules still being written.
Michigan is often listed as unable to join, and that is out of date. Public Act 39 of 2024 amended the Public Health Code to establish licensing of dietitian nutritionists, and the Board of Dietetics and Nutrition was appointed by the Governor on April 25, 2025. The Board says licensing cannot begin until it promulgates administrative rules, so there is no Michigan license yet for a compact privilege to attach to. The difference from a true non-licensure state is the whole difference: Michigan does not need a licensure law, it needs the rules its own board is already drafting.
